Abstract
There is a need for less centralized personal learning achievements across different learning platforms and services such as MOOCs and LMS’s. The centralized nature of the learning platforms make it difficult for users to control their own learning data and verify or share their learning achievements without needing to know each unique interfacing method of each platform. This study proposes the decentralization of personal learning data through Semantic Web technologies. This research aims to implement a framework using the Solid web platform for decentralized personal learning achievements that provides 1) control over personal data, 2) interoperability with different learning platforms, and 3) shareable and verifiable personal learning achievements.
